Steve Fleming New CEO for River City Bank

SACRAMENTO, Calif. – RCB Corporation and its banking subsidiary, River City Bank,
are proud to report today the appointment of Stephen A. Fleming as the new President and CEO of both RCB Corporation and River City Bank.

Jon S. Kelly, Chairman of the Board of Directors of RCB Corporation and River City Bank announced the appointment by the respective Board of Directors of Stephen A. Fleming as President, CEO and Director of RCB Corporation and the Bank effective Sept. 8, 2008. Mr. Fleming succeeds Jeanne Reaves who will retain her director positions on the Bank and holding company boards. Ms. Reaves will continue her industry, community and civic activities on behalf of the Company.

“During Jeanne’s 18 years of employment at the Bank, including the past 10 years as President & CEO, Jeanne has done a terrific job of building the Bank’s assets, reputation, and branch network,” Mr. Kelly said. “Notwithstanding the challenging economic environment of the Central Valley, River City Bank’s balance sheet is extremely strong with exceptionally high levels of liquidity and equity capital, as well as sound asset quality. This is in large part due to Jeanne’s leadership, the team she has assembled, and the
Bank’s excellent customer base. We are very much looking forward to Jeanne’s ongoing contributions to the Bank, including her high profile in community activities and guidance as a member of the Board of Directors.”

Mr. Fleming will be responsible for managing the daily activities of River City Bank, as well as collaborating with the Board of Directors to establish the strategic direction of the Bank. Mr. Fleming has a diverse banking background with more than 25 years of experience gained as a senior executive with Bank of America in the Sacramento area and London, England, as the CEO of National Bank of the Redwoods, a community bank based in Santa Rosa, and as the Co-Founder and CEO of Presidio Bank, a community bank based in San Francisco.

Mr. Fleming holds a degree in Economics from the University of California, Davis and a Master's in Business Administration in Finance, Accounting and Real Estate from the University of California, Berkeley.  Mr. Fleming is married with three children and will be residing in the Sacramento region.
